Introduction

Voice Message is a service that helps MobiFone subscribers receive voice message from other subscribers calling which is converted into Text - SMS form in case they are receiving another call or cannot hear the phone. 

This voice message will be converted into text in Vietnamese with accent and sent to subscribers registering the service. At the same time, customers can listen to this voice message again by calling to the link in the message content 1525xx.


Features

Utilities provided by the service: Voice Message service can be provided in cases the receiver registered the service but does not hold the phone or the phone is busy; specifically as follows:

  • No answer: After the end of the ringtone/ring back tone but the receiver does not hold the phone.
  • Busy: The receiver is in another call

Benefits of using the service

  • Providing unique utility converting from Vietnamese voice message to Vietnamese text with accents under the form of SMS to the receiver.
  • Smart technology system for recognizing voice, which can learn by itself, so that the conversion will become more accurate and automatic.
  • Customers can listen again to voice message to the calling subscriber.
  • The service is used for all current models of phone, including Featured phones.

Charging method

  1. For postpaid subscribers: Service fee will be paid to the monthly bill.
  1. For prepaid subscribers:
  • Service subscription fee will be charged to the main account.
  • Fee for calling 1525xx to listen to the voice message will be charged to PA1 before charging to main account.
  • Subscription packages will be renewed automatically if you do not cancel it until the end of the period.
  • At the time of renewal, the system will apply the following flexible charging principles:

(*) Cases of continuing charging flexible fee repeat similarly to other cases starting with respective charging levels.

 

  • If main account balance > 3,000 Vnd, and the system charges subscription fee successfully: the package is renewed successfully, you continue using the service.
  • If main account < 3,000 Vnd, the system fails to charge, flexible charging mechanism will apply: the system will try to lower the charge to 1,000 Vnd.
  • In case of charging 1,000 Vnd successfully, the package is renewed successfully and you can continue using the service. The system will charge the remaining 2,000 Vnd on subsequent days.
  • In case of charging 1,000 Vnd unsuccessfully, the system will try to charge 3,000 Vnd on the next day. If it fails to charge 3,000 Vnd, the system will continue lowering to 1,000 Vnd, repeating the flexible mechanism as mentioned above.

Note:

  • When the system charges successfully at any level (>0 Vnd), the service is renewed successfully. The remaining fee will be charged during the period.
  • The system just charges for 1 period, not for previous times of previous times of unsuccessful renewal. Until the end of period, if the system can charge only x Vnd (>0 Vnd), it will not charge the remaining (3,000 Vnd - x) in next periods.
  • Within 30 days, the system will try to charge renewal fee with at most 2 times per day. If the system fails to charge >0 Vnd, the service will cancel the subscription package and send notice. To use the service package again, you need to register again.

Scenario for using the service when subscriber A calls subscriber B as follows:

  • When subscriber A calls subscriber B, two following cases occur:
  • No answer: Subscriber B does not hear the phone;
  • Busy: Subscriber B is in another call.
  • When subscriber A calls to subscriber B;
  • In case of No answer: A waits for the answer but until the end of ringtone/time of playing ring back tone of the operator, subscriber B does not answer.
  • For the case of Busy: the system will forward to subscriber A the introduction of the gateway.
  • In case of loss of system synchronization, the service gateway does not play the introduction but the following content: The subscriber you call does not hear the phone. Please try again later. Thank you.
  • IVR gateway sends the introduction salutation to subscriber A. Content of IVR gateway's introduction salutation is: The subscriber you called is busy at the moment or does not hear the phone, please leave a message after the beep.
  • During the process of playing IVR's salutation:
    •  If subscriber A presses #: The system will automatically stop the introduction and move to playing beep sound to record voice message.
    • If subscriber A presses other keys other than key #, the gateway will continue playing the introduction of the gateway.
    • If subscriber A hangs off the phone: The system does not convert voice message.
  • After the salutation, a beep is played to start recording voice message.
  • Within 2 to 20 next seconds: After the beep, the system starts recording voice message, and two following cases happen:
  • Case 1: Voice message is less than 2 seconds:
    • After two beep sounds within less than 2 seconds, if subscriber A hangs off the phone, the system will not convert voice message.
    • After the beep, if subscriber A presses # key, the recording process will end. The gateway plays notice content:

Your message is too short; please leave another message after the beep.

The system plays back beep sound for customers to record voice message.

  • If subscriber A presses another key other than # key, the system will continue recording the voice message until subscriber hangs off the phone or it has exceeded 20 seconds.
  • Case 2: Voice message is recognized within 2 to 20 next seconds.
    • Subscriber A will leave a message within 2 to 20 seconds.
    • Customer may press # key to end recording process before 20 seconds. 
    • If subscriber A presses another key other than # key, the system will continue recording the voice message until subscriber hangs off the phone or it has exceeded 20 seconds.
    • After 20 seconds, voice message will be stopped.
    • After leaving the message, the gateway will play notice content below:

Your message has been converted and sent in text format to the receiver. Thank you for using services of MobiFone. 

  • At the end of the program, following cases will happen:
  • Case 1: The system coverts successfully:
    • Subscriber A will receive 1 message notifying that message has been converted successfully (MT III.1).
    • After subscriber A hangs off the phone and ends the recording of voice message, subscriber B will receive the message (with maximum length of 3 messages) with content which has been converted to Vietnamese text with accent within the first 10 seconds and the link to listen to the whole message (MT III.2).
    • Subscriber B clicks to call to the link: 1425xx in the message content, with xx is the message code of subscriber A (xx = 01 to 20)
  • Case 2: The system fails to recognize voice (not in Vietnamese/in noisy environment/too many voices surrounding/too soft voice):
    • Subscriber A will receive 1 notice message that voice message has been sent to subscriber B, but it has not been converted successfully (MT III.3). At the same time, subscriber B receives the notice and the link to listen to the whole message (MT III.4).
  • Case 3: Failure of converting voice message to Vietnamese text with accent due to system error:
    • Subscriber A will receive message notifying on system error (MT III.5)
    • Scenario of sending back MT message during the use of the service (from MT III.1 to MT III.5) will be specified in Part 6.

Rules

1. Target users and Conditions for using the service

1.1. Service target users

  • The service is provided for all prepaid and postpaid mobile subscribers of MobiFone.

1.2 Conditions for using the service

  • The service is used for all current phone models.

1.3 Notices when using the service

  • Subscriber does not install Callbusy service and Voice Mail service of MobiFone. If subscriber is using one of the two services mentioned, it is required to suspend the service or deactivate the service function before registering Voice Message.
  • If subscriber activates the mechanism of call conversion on the phone by himself, he will not be able to use Voice message service.
  • The calling subscriber must not be in the list of blocking and forwarding calls of the subscriber who register the service.
  • Maximum time for recording voice message is 20 seconds.
  • Customer may press # key to end recording the voice message or listening to the introduction of the gateway.
  • The system does not convert voice message in case subscriber leaves message in many languages or not in Vietnamese.

2. Principle for unlocking the service

  • In case you change from prepaid to postpaid, or change among prepaid forms such as MobiCard, MobiQ, Mobi4U, etc., if you have registered the service, you can still use it if you satisfy conditions required by the service.

  • Case 1:      reactivate right at the former period of package => customer will continue using the service until the end of that period.
  • Case 2: reactivate when the former period has ended => charge subscription fee from that day of reactivation:
  • Fee is charged successfully: you continue using the service.
  • Fee is not charged successfully: retry will be implemented in compliance with specific regulation of service.

3. Regulations on sending notice message

  • Daily package: send notice message on the daily package with frequency of 15 day/time (sending when the package is retrying)
  • Weekly package: sending notice message after every time of successful renewal

4. Regulations on sending message inviting to use the service

  • When subscriber A calls subscriber B (A and B are MobiFone subscribers), in which subscriber B registers the service while subscriber A does not, after the system plays IVR salutation to subscriber A: The subscriber you called is busy at the moment or does not hear the phone, please leave a message after the beep. the system will automatically send message inviting subscriber A to participate in experiencing the service for free.
  • Regulations:
  • Subscriber A receives invitation message is the one who has not ever registered the service.
  • Each subscriber A just receives 1 invitation message each month from the system, for subsequent communication times with subscriber using voice message in the month, the system will not send message.
  • Subscriber agrees on pilot use will be activated with registration for the Weekly package. Till the end of free period, the system will automatically renew the service
